OK, so we all buy round trip tickets from the US to Norway. Found a round trip with 3 week advance purchase Chicago/Oslo for around $400.
Spend $400 on airfare, claim refugee, get free food and board, get $1,200 to leave.

Actually, it is not such a dumb move. My sister lived in Huston during the flood of Katrina refugees. A month later, a good share of them still hadn't moved out of the Astrodome. The city has two great airports which fly almost everywhere.
An advertised limited number of free one-way tickets were offered for a limited time to anyone in the Astrodome. It emptied out in three weeks. Best money the city ever spent.
