I thought that was Bob Newhart at first.

It is. He appeared in a couple of episodes of "The Big Bang Theory" as Sheldon's childhood hero, "Professor Proton", the host of Sheldon's favorite science program. In one episode, Professor Proton confronts Bill Nye and accuses him of plagiarizing his program.
