Apology is when the person thinks to do so themselves, not when told/pushed to do so by others.

All this suggesting someone else apologize should be in private. Otherwise it appears like parent child relations, not adults in leadership of governments.

You’re wrong.

The original accusation from Cameron against Trump is the part that should have been done in private.

He decided instead to do so in public, so now everything should be done in the manner Cameron decided.

The Brit leader insulted him in public, he needs to be called out. It is called setting the tone. It can also be seen as jerking the leash of a dog that got off track. The brothers sometimes call it a “bitch slap”.
