Executive orders are part of the official U.S. government record. They may be hidden but never erased or eliminated.
Even the President is not allowed to hide permanently ALL of his government's actions during his tenure.
I have seen a complete list and description of Omugabe's Executive Orders; they are numbered sequentially, and I don't think the benefits of "executive privilege" can ever be interpreted as the benefits of "Executive Criminality."
