The XO who happens to be a Commander, isn’t the Commanding Officer of the unit. They fired the wrong man.

Yeah, it's weird to me that they put this all on the XO while the CO, it appears, is held blameless for his supposedly lax ship which had poor readiness. If nothing else the CO should have been kicking the XOs ass if this was the real state of the ship.

Why not blame the JAG that created the ROE that this XO followed?

Except that snakes like JAGs, stick up for each other.
