MO: Permitless or “Constitutional” carry passes Legislature, on to Governor Nixon

The Missouri omnibus firearm reform bill, SB 656, has passed the legislature on the last day of the session, May 13, 2016. It includes permitless or Constitutional carry. It will now go to Governor Nixon for signature or veto.
According to the NRA-ILA, SB 656 has these primary features:
- Recognize Missourians right to Constitutional/Permitless Carry where open carry is not prohibited
- Expand Missouris current Stand your Ground laws
- Expand Castle Doctrine protections for anyone legally allowed into your home, vehicle, business and property
- Specify that except for credit card fees incurred, no additional fee beyond $100 may be charged to process concealed carry permits and allows military members extra time to renew their permits
- Implement 10, 20 and 50 year options for non-reciprocity issued permits
- Allow components of firearm training for RTC permits to be online
Democrat Governor Nixon has not yet received the bill. He has three options. The fourth listed below does not apply because the bills are not appropriation bills.
VII. SIGNING BY THE GOVERNOR
Bills Truly Agreed To and Finally Passed are signed in open session by the Speaker of the House and the President Pro Tem of the Senate. At the time of signing, any members may file written objections which are sent with the bill to the Governor. The Governor has fifteen days to act on a bill if it is sent to him during the legislative session; and forty-five days if the legislature has adjourned or has recessed for a thirty day period. The Governor has four options:

Governor Nixon vetoed another gun reform Omnibus bill numbered SB 656 in July of 2014. The veto was overridden in September of 2014.
There are more votes for this SB 656 than there were for that one.

While we’re at it, why not decapture a lot of regulatory capture.
At the onset of this Republic people didn’t need licenses to engage in business either for example. Nor were there marriage licenses, fishing licenses, hunting licenses, pet registration or all these other little advancements of government power.

I have a dear friend who lives just across the interstate from Ferguson.
She is a single, middle aged lady of mixed racial heritage, who saved for years to buy a little house in a nice neighborhood, which she finally was able to purchase about twenty years ago.
She lives alone, and the neighborhood has “changed” over the years.
I have convinced her that she should train and practice to defend herself...just in case.
It is a legitimate concern of mine.

Good on you for encouraging her. IMRO (in my radical opinion), every girl should be taught to shoot, and on reaching legal age, gifted with a handgun. The guys can fend for themselves.
But that’s just me.

"....thanks for your support of us gals!" Well, my reasons are "not" politically correct. It's just a fact that most women are physically weaker than men, and that they are targeted for rape virtually at 99.9999 to 0.0001 over men. They NEED the edge of "superior firepower" in a confrontation with a male. Sam Colt (and Moses Browning, and many others) make the sexes equal.
I did read somewhere of at least one judge whose SOP when a restraining order is sought by a woman against a man is, in addition to the legal order, to give her a form for CCW, the address of a gun store, and information on firearms training. Would that all judges were so perspicacious.
