Funny thing about bureaucracy and environmentalism, IIRC, some years ago Holland, or rather a city in Holland, was gonna make folks get a permit to grill food outdoors ... and to enforce this permit scheme they were gonna place IR cameras on a heliocopter and fly it around looking for unauthorized fires.
It’s all about rationing. The government will provide everything you need for free...but the government decides how much you need, and therefore how much you get.
People who are subject to rationing are not free.
