A Form 4473 background check only records point of initial sale, usually retail. A new law requiring all private transactions to go through an FFL holder hasn’t happened yet.
The Feds have no authority to say “You bought an AR-15 on 19 October 2013. Turn it in.” Because there is no law that required you to report selling the weapon.

That’s what they have in Australia & UK. A gun is registered to its owner, whose home can be entered any time by police to inspect its serial number or the manner in which it is secured. When the Australian government called for the turning in of all semi-auto rifles, the registration rolls already existed & were used to send, as you say, warning letters to owners: “You have this gun; turn it in or we’re coming for you.”
Even the a-hole states which have banned semi-autos say that owners must either turn them in or get them out of the state. The compliance rate has been minimal and the sheriff’s aren’t out knocking on doors.
We do not have a national gun registry nor national licensing of owners (a-hole states like NY, NJ, & CT do) but that’s what Obama & Hillary want, and before them Al Gore & Bill Bradley.
Intentions must be backed up by capabilities, and the regime doesn’t have those yet. Obama ruefully admits that gun sales have skyrocketed and all but says he doesn’t have enough Federal flying monkeys to go out & round them all up.
