Legal immigrants means those who are admitted to United States on a PERMANENT RESIDENT VISA, aka Green Card.
I do not know if Judge Gonzo’s parents were legal or illegal. Assuming they are legal, then a US born baby is not a necessary anchor for them to stay, because they already may have a PERMANENT visa.
