The government should pay with pennies...

Pennies are not Legal Tender.

No one must accept more that 25 (or maybe some other relatively small number) pennies in payment of a single debt.

That’s a myth. US coins, including pennies, are legal tender.

Furthermore, Article I Sec 10 of the US Constitution says in part:
No State shall ... make any Thing but gold and silver Coin a Tender in Payment of Debts.
Since these are official Oregon greenies, they must pay in gold or silver coin.

They are a legal tender AND actual lawful money. While someone could refuse them, a refusal to accept tender under uniform commercial code is grounds for discharge of a debt.

Anyone can refuse them straight up for payment.
