Seemingly is the key word. Government needs more than debt and revenues that are derived largely from debt. Government--like any other entity--needs revenues of real value. For example, within five years, I wouldn't try to sell anything to a rural building inspector or planning director. Money must be backed by something of real value.

Another correction of one of my comments. Petrobras found another offshore drop in a bucket, presented big numbers and wants big debt money.
