Any basis for that assertion, especially as it pertains to the Philippines,
1. Vietnam has never built islands in the area and put air bases in them
2. Vietnamese claim over the area runs, pretty much undisputed, from the 17th century to quite recently
3. When France was the occupying power it also considered the area as part of its Indochina territory
4. At the end of World War 2, the Allied Powers, including China, did not include the region as "former Japanese occupied, to be returned to China "
