Coming clean here... Having some rather in-depth knowledge on the subject, I can state with certainty that incompetence and corruption runs rampant at the highest levels of the DOJ and FBI and it has for years. While the Bureau was definitely handcuffed by the “wall” that Jamie Gorelick erected to protect the Clintons in the China Gate investigation, the Bureau is neither trained nor equipped to be a proactive intelligence organization capable of preventing anything - especially terrorist attacks. Scores of FBI agents were working separate pieces of related CT investigations throughout the country, but the “wall”, as well as the Bureau’s culture and bureaucracy prevented the fusion of that information and the pursuit of actionable intelligence - and it still does.
Witness the so-called Phoenix Memo, the failure of the FBI general counsel to approve the FISA affidavit on Zacharias Moussaoui (he was awarded a $25K SES performance award that year) and scores of other f**k ups that never made it into the public limelight. In the case of China Gate, hundreds of FBI agents collected evidence of the Clintons’ involvement in China Gate, never completed reports of investigation or inventories of evidence and all of the evidence was collected weekly by “people from DOJ”, never to see the light of day again.
The Bureau’s culture is such that their offices - especially the larger, Tier 1 field divisions, don’t cooperate on anything and operate almost independently. Senior, SES-level agents known as “blue flamers”, further their careers by not sharing credit for a successful investigation with anyone. Like military generals and admirals, the higher they go in the organization, the more political they become. And, like more junior military officers, junior- to mid-grade agents are handcuffed or silenced by the bureaucracy (see: Coleen Rowley).
The bottom line is that agents who follow orders to the letter are rewarded and those who don’t are assigned to “rubber gun” squads and positions where they can’t make the Bureau look bad. As a friend of mine who was a senior inspector with the RCMP once said, “FBI stands for Far Better Image.”
