Hear this out: a stable decentralized currency like crypto currency bitcoin with absolute ownership and impossible to control, stop or tax (until they confiscate snmart phones) .
It would establish ownership of wealth, a vehicle for exchange, and as long as local currency is not used it would starve the tyranny of money of any sort. The government would have to either go full North Korea or collapse.

More likely the US may use them as a staging point for operations to stabilize Venezuela if things REALLY go south there. They already have had US troops.
