J.C. Penney is opening an IT office in Bangalore, India, as it restructures that critical department which was hurt during the retailer's failed reinvention in 2012 and 2013. The new IT office will have an emphasis on analytics, innovation and reporting capabilities, said Penney spokesman Joey Thomas.
With some IT job functions moving to India, some jobs now performed by contract employees in Penney's Plano headquarters will be cut, but Thomas didn't say how many.
Penney is hiring full-time IT engineers and analytics professionals for the new office in India and in Plano, he said.

People who blame the workers are F'n morons. Workers are being replaced on every level in our society for cheap labor.
Illegals come in and take over the landscaping, carpet cleaning, construction, auto repair, etc...then foreign visa workers come in to take over nursing, IT jobs, or jobs are shipped off to other countries.
Another reason not to shop there.
I remember when it was Plano TX that was”stealing” businesses from New England back about the late 80s. The local NYC paper pundits did many a nasty column on the subject.
I’ve thought that often over the years. Nationally, how long can we keep importing and outsourcing workers before we ourselves run out of $?
Plano is still expanding like crazy. Toyota is currently building their new headquarters there.
L.L. Bean is still excellent on taking their products back, no questions asked. Sure a few people buy something wear it out and bring it back five years later, but those numbers seem small.
JC Penney has been seeking IT workers to go to Plano for years. My email has a plea to go to Plano every week. Apparently JCP just cant find anyone willing to go to Plano. Our spoiled workforce thinks it is beneath them to work anywhere more remote than Austin.
Could be just real estate.

We used to have Jordan Marsh in Atlanta in the 70’s as well as in Miami. They all closed down as far as I know. Have not heard that name in many moons.
I always liked the styles and prices at Penneys. In recent years Macy’s has very little good stuff and their prices are high. I can go to Nordstroms and pay about the same and get a lot better choices.
Agreed. The stores are stark. Like walking into a tomb. And the employees are something else. Nice enough, but with enough metal hanging on them to be an attractant for electricity.
Trump can explain why this makes business sense and what can realistically be done to change that.
Hillary can only say CEOs are greedy and and her solution involves laws that will somehow make the same greedy CEOs become philanthropic without explaining how the laws will have that affect (something to do with Bernie’s skittle-pooping unicorns)
JCP is hanging in by cost cutting and going back to having a higher value product mix at a decent price point.
Sears/KMart is toast ,, they played the lease buyback/rentback card with their real estate and as the economy continues to flail it just isn’t working. The latest thing is that they’re going to try selling cheap Chinese tires with the DIEHARD brand on them.
Kodak did the same thing. Hired a retired VP from HP - Antonio Perez = “he’ll save us!”

Kodak had inferior product to Fuji and even Agfa was as good but the genius Kodak hired had a plan... keep raising prices because high prices will make people think our film is better!!! This was at the dawn of the digital age and just after Kodak got sued half to death for infringing on Polaroids patents with their instant cameras..

If the Bangalore team is given explicit instructions for data analysis and reporting, they may do OK. But, if they expect them to sift through the data and find new insights into customers, they will probably be disappointed.

I'm glad you have had a good experience. But, it doesn't seem to be the norm -- perhaps its because you were willing to pay the money, or the project was sufficiently specified that they could just follow the instructions.
Someone else reported that they had to abandon an entire project and start over. I've seen that happen, as well. But, perhaps was a matter of taking the lowest bid, or not investing time into a complete design specification.
The other problems I've seen involved out-sourcing internal tech support and administration jobs. It wasn't just to India... I've even seen oursourcing of database administration to Brazil. I'm not even a DBA, but I have spent a lot of time correcting their errors -- explaining what they had to do, and why.
Your mileage may vary. But, my experiences weren't isolated occurrences. Perhaps it won't remain an "eternal truth", but I have this advice for anyone considering a career in software development: You have to be at the top of the game, all the time.
There are companies in the US that pay well for real talent and ability, but it's extremely competitive -- to get the job, and keep the job. If you get complacent and settle for a second- or third-tier job, you will always be at risk of being off-shored to a place that will do it cheaper.
They may not do it as well, but that doesn't matter to the junior VP that is trying to reduce expenses for a few quarters so they can get a promotion. Then, it will be someone else's problem.

I occasionally browse through Macy’s ,, last time I bought anything there was 2 years ago when I got a gift card that could only be used there ... honestly I can’t see how they survive... The prices are insane and not in a good way.
Plano is hardly remote -- it's about 20 miles north of downtown Dallas, and there are now multiple rings of suburbs beyond it. It's just not "Austin" (Moscow on the Colorado). Actually, a large part of the "Austin" technology industry is in Williamson County just outside Austin, and that area is very conservative.
Right now, property values in Plano are soaring, because multiple companies are moving operations there. Toyota moved their HQ from California to right across the street from JC Penney, along with about 2,400 jobs. But, it's still less expensive than comparable metro areas.
