Nowhere is there any mention of a mother being present.
That little girl will probably sustain brain damage from the concussions received. At the very least, she may be prone to seizures and nerve dysfunction originating from certain damages surfaces of her brain. The father should never have unsupervised access to her again during her childhood.

States should reintroduce the death penalty and then expand it for crimes such as this. Jesus Christ stated that a perpetrator such as this one should have a giant millstone tied around his neck and tossed into the briny deep.
A Singaporean-type punishment of laying a brine-soaked rattan cane across his backside for about 50 repetitions before hanging would be most appropriate.
