ASR-9 primary radar is 2D. It gives range and bearing, with a range accuracy of about 150 meters (500 feet) and bearing accuracy of about 1.4 (360/256) degrees. It does not give height information. It has an instrumented range of 60 nautical miles (111 km, 69 statute miles).

The garage door size assembly in the picture is the reflector for the ASR-9 ASR. The picket fence on top is the SSR (Secondary Surveillance Radar) antenna. The SSR has about the same range resolution as the ASR, but receives a reply from an instrumented aircraft's transponder (a radio receiver and transmitter) containing the target aircraft's altitude and identifying information. The only way air traffic control can know an aircraft's altitude is from secondary radar altitude replies.
By the time of incident, the plane was well beyond the range of the ASR-9 at Kennedy, and probably not in range of Logan. (It would have been within range of the ARSR-4 (Air Route Surveillance Radar, range of 250 nautical miles) at Marconi Station on Cape Cod, and New York, also a 2D radar.

He and another man were flying a BlackHawk in the area IIRC, doing practice runs of aerial refuelings.
The even more interesting eyewitness accounts, IMO, are the aerial ones from near the CIA proposed flight path. None of them report a sharp upward motion of TWA Flight 800. Radar data supports this observation; no climb according to speed readings.

Yes that is the man. However, I can not find the original video he made that night. In the link you sent he said virtually the exact same thing he said the night TWA 800 went down.
Who do you belive, 200 witnesses on the ground, a chopper pilot that has seen combat and ordinance, ground speed readout, your lying eyes or the FBI, CIA and the NTSB? The last three are last on my list.
The video that the CIA produced that showed what they thought happened was a joke. Commercial pilot friends of mine marveled at the aerodynamic farce they presented. It was impossible for that aircraft to do what they said it did. It dropped like a rock, I assure you. Those wings lost lift instantly and it became simply tons of metal dropping from the sky.
I personally suspect Iran behind this attack.

On top of the ground witnesses you mentioned, there were witnesses on boats and in the air, and they report entirely different things than the FBI’s scenario as animated by the CIA.
