Why not try tear gas or pepper spray first? Did they design a robot that was a one trick pony (i.e., blast or nothing)?
In their “talks” with him via a robot he said that he had a suicide vest on & had placed other ied’s in the area. This is why they went the way that they did.
And to answer another posting it did do a lot of damage to the robot, but better it than a LEO trying to deal with this cretin.
