Yup, the TSA is a fail and the DHA wasn't necessary and create one more bureaucracy. We had the CIA, NSA, DIA, and FBI in place to do their jobs. The excuse for the DHA was to centralize all the intelligence agencies under a new cabinet Dept. because they weren't sharing intel.
It could have been handled by an Executive Order for all to share intel. That is an Executive Branch prerogative. But no, Bush and Congress had the vapors and needed to take action after 9/11 to show us how they're on it. Pfft.
