I didn’t watch it, because I knew Cruz was a small man who would do exactly what he did, but apparently he was getting applause early on in his speech. The boos came when it became evident that Cruz was not going to openly endorse Trump.
I watched it. He congratulated Trump then went on and on. It wasn’t a memorial speech. I was fully expecting him to endorse at the end. I had the same reaction as most in the crowd. What is he doing? I was shocked, even though we were told he might not. It was the way he had tailored the speech. He pretended that he was going to endorse until the end.

Yes, parts of the speech were very good. He endorsed the wall. But his getting booed off the stage says it all.
