Allen was cleared of misconduct in early 2013.
He was already a 4-star with 37 years of service and just short of 60 years old at retirement.
So he was near the end of his career anyway, so they couldn't wreck that.

Knew John Allen as a 2LT. Didn’t like him then as he seemed to not have much of a “moral compass.” Did not work with him after TBS. He is a smart guy and I know some who liked him, but he apparently has gone completely to the dark side.

Article loses its focus and never explains the “leverage”.... maybe author thinks it’s obvious but no, it needs some sorting out.
