Observe how the effeminate social engineers (both XX and XY) who've infested the postmodern corporate-cultural host organism make it self-evident that [naturally] elevated levels of testosterone are NOT requisite for the manifestation of vicious predatory/cannibalistic, socially destructive, behavior.

History repeatedly demonstrates that emasculated "leadership" and gladiatorial hyper-masculinization are not mutually exclusive in the same social context -- In fact, they're often observed to be symbiotic.

I do not know, because I haven’t looked it up, how much testosterone is optimal for the development of a boy. However, the testosterone that causes the development of primary sex characteristics as well as the secondary.

There are a couple of extremely rare medical conditions that cause a genetically male fetus to remain in the undifferentiated state (which is essentially female). Typically, individuals with these conditions think they are girls, and no one knows any different until they hit puberty and fail to develop as girls should. Then they go to the doctor and find out the truth, which can be devastating.

I found an article that stated that infants that have died of SIDS had higher than normal testosterone levels in their blood. But that was just one study a few years ago, so may not be significant.
