Given the way the sex industry has driving so many other developments, I suspect that’s where the big money for this would come from. I remember a science fiction story from long ago - must have been the 80s, when I subscribed to “Fantasy & Science Fiction” - on this subject.

The correct answer is that these hybrids will be growing replacement organs for the ruling elite whose ultimate goal is to live forever. (Now you know why they want SO MUCH MONEY. Life extension experimentation is very expensive. )
That is why they allowed the sale of aborted babies. A newborn has cells that grow at an amazing rate. They want to find a way to use those cells to regenerate damaged organs. It hasn't been going well. On to the next phase, human/animal hybrids.
