There are many ways the verb impose can be used, I think here your use is invalid.
You are a guest on someones forum, any imposition would be on you because as a guest only you can be the imposer.
There lies the difference between public and private domains. This college is not a private institution, thus no imposition on the part of the praying people.
A public university receives tax benefits from all of us.

I think we are giving away too much freedom of assembly to say that college campuses can restrict usage of the campus to students and faculty only, when seen fit by administrators.
As there are very few if any truly “private” colleges, people have a right to gather there and speak and to engage others.

On a much brighter note, not ALL universities are following this path.
Syracuse University is hosting a *Worship the King* event at the Carrier Dome on Friday evening Sept 16 beginning at 7PM for anyone who is interested. Parking and admission are free.
This is being done in conjunction with 25-30 local area churches and 15 Syracuse University ministries, including:

Roman Catholic Association
Historically Black Church
Young Life College
Brothers and Sisters in Christ (BASIC)

The stated purpose on the flyers they are printing out is: To unite the body of Christ and transform the city of Syracuse.
This is being done with the full support of the new chancellor.
They are still in the process of establishing a website. There is a website called Worship the King.com which is NOT connected to this event. The website is not the .com address.
Please pray for this event for safety and protection and success. I’m sure there will be those actively opposing this.
Just as an aside, there is a mosque on or just on the border of the campus so there is a muslim presence in Syracuse.
Sorry you are outside of the ‘Constitutional zone’ so i am now going to violate your Constitutional Rights and you can’t do anything about it.
Mostly the rules are crafted to prevent disturbances and to keep the campus safe. A campus wide ban on any outside group on a public university would probably not survive a challenge. However a rule requiring that guidelines for solicitation and public speaking be followed by all visitors is not an undue burden on First Amendment rights.
The campus also has a duty to know what outside persons or groups are using their space. At times it would be quite reasonable and prudent to ban some of these. If they tried to claim religious speech posed a security threat or danger to students that would be way over the top and not justified. But saying everyone who wants to come onto campus and speak has to follow the same rules is reasonable.
I wish people would read the full story. Jumping to conclusions based on incomplete information is a hallmark of Progressives. We Conservatives are supposed to base our opinions on all the facts not just those meant to arouse our indignation.

It is not possible to concede that there can be rules without having to constantly get courts involved in determining what those rules may be.
I say it is less burdensome to allow all to speak within the same city ordinance guidelines for hours of speaking and volume.
The courts certainly do not have to get constantly involved unless the university has a do-do brain for legal counsel. Or a wish to ignore very expensive advice from that counsel. Which would not surprise me.
It would be ill advised for the university not to have very clear rules and guidelines for allowing outsiders to access the campus and speak. Including definitions for “disturbance” and what would violate any noise restrictions.
