Colin Powell: Using private email same as private phone call

Former Secretary of State Colin Powell found himself on the defensive Thursday following the release of a 2009 email exchange with Hillary Clinton, describing his use of a private, dial-up email account to carry out government business.

Powell’s antiquated AOL account, which worked over a phone line in his office at the State Department, might have been more vulnerable to attack by hackers than the private email server the Clinton used during her tenure as secretary.

Powell said in a statement he viewed his use of private email to communicate with foreign leaders and senior U.S. officials as private conversations similar to phone calls. He said he was unaware of any requirement that those messages be preserved as government records, potentially subject to public release.

“I have been interviewed by the State Department (Inspector General) and the FBI about my actions and decisions,” Powell said Thursday. “I stand by my decisions and I am fully accountable.” …

The same pattern is used by all politicians to justify their actions; because the previous guy did it.

It is also amazing she 'kept' this email, she usually deleted them.

By 2009 there was far more awareness of email security vulnerabilities, and laws and regulations were tighter. Shrillary cannot make any rational defense based upon what transpired years before. She was in flagrant violation of State Dept policies and federal regulations.

AOL was way outdated for all but little old ladies in rural areas in 1999.

We don't know where, exactly, Cummings got that email. He may have got it via FOIA of Powell's records.

The emails were released by Rep. Elijah Cummings, D-Maryland, a ranking member of the House Committee on Oversight and Government Reform. Cummings said he procured the documents through a procedure that allows members of the committee to obtain federal records.

I think it is important to note that Powell thought e-mails were like phone calls - not part of official records. He thought this because both used phone lines. Since that time, it has been more or less common knowledge that e-mails are part of official records. In private, they are what lawyers refer to as "discoverable." Phone calls are not discoverable.

Powell mentioned the existence of this email a few weeks ago, and at the time said that he didn;t have a copy of it. My point there is that this email is "old news." Hillary citing Powell as justification for her private server has been tried at least twice in the past month.

Hardly in 2009. Colin Powell was Secretary of State from January 20, 2001 – January 26, 2005.

It was well known before that time, too. A large swath of Reagan-era emails were FOIA-ed before Powell took the State Dept position. The whole purpose of Hillary’s homebrew was to evade a similar FOIA mess.

With all due respect to Ret. General Powell, the problem with email is security. it would have been better to call it e-post card instead of email.

Whatever his other faults might be, Powell doesn't deserve this.

During his tenure as SoS, I'm not sure state.gov even had a public email system. The state.gov web page dates back to 1996:

But, look at the contact info at the bottom. The email address is: usdosweb@uic.edu.

Perhaps he didn't cross all all the t's and dot all the i's, but he didn't engage in a gross dereliction of duty.
