I still wonder if there is not some emails referring to specifics on how the Rats rig election machines.

That would be the smoking gun, so to speak. There'd be no way to spin something so explosive. But I doubt there's much of a paper (or email) trail. The discussions that are necessary to get all that up and running are most probably done in person, and the meetings are not listed on anyone's calendar for perusal.
