I have finally figured it out! He IS Maxine Waters......she said the same thing about the rioters after the Rodney King verdict in the 90’s. Basically, they should be excused because they have a good reason to riot. Moral relativism at it’s worst......but this time coming from the highest office in the land. Appalling.
