Call relatives, friends...do whatever you must. There are too many stories where the police are called even for things as simple as a wellness check and the person everyone is concerned about ends up dead. Once the police arrive, the focus of concern shifts to that of the officers. Their safety becomes paramount, and other lives present fall a distant second. Call it procedure, whatever you'd like, but that is the bottom line.

I am sure they make SOME where no one turns up dead. It would be interesting to know the percentage of the bad ones.
