I disagree, his jihadi support comes from his pro-soviet world view. The more anti-American a group is the more legitimate it is in his view, and very few are more anti-American than jihadis. The rest of US foreign policy during his tenure can be heavily explained as paralysis by analysis; typically by the time a decision has been made, the time for decisive action of any kind has passed (or at least effective pro-US action).
