This is a huge part of the problem with our government now. Republics are not supposed to have huge, entrenched Byzantine bureaucracies. At some point, their power becomes superior to that of the elected officials. I would argue that this tipping point has already occurred.

Seems to me all these promotions or lateral moves can be nullified based on failure to follow protocol.
But then again I’m not part of the ‘Empire’, so I don’t know how it works for Federal jobs.

Trump doesn’t have to control every federal government employee.
He just has to control their pay computers.
Then, they start to have pay problems.
Not big ones. Just little pay problems.
That can never be fixed.
