So - if 100 Blacks commit crimes and 60 of them are caught/brought to justice, and 18 Whites commit crimes and 17 of them are brought to justice, then there’s obvious implicit bias.........Affirmative action taken to the next logical place by limiting allowable prosecution of Blacks.

Guy can’t find criminal intent in 30,000 deleted emails, 8 smashed phones, 3 missing laptops, and a wiped server, but he can find “implicit bias” in all white people in America.
The point here is to federalize police.
The database is intended to provide the justification to intimidate and/or terminate local police.
It’s what they did in Ferguson: When Holder’s DOJ found they could not pull off the goal of putting Officer Wilson in prison, they turned their attention to the Ferguson police department as a whole.
They compiled a statistical database “proving” that the Ferguson police department had disproportionate interactions with African-Americans and used the “racism” they found to justify federal “oversight” of that police department.
Comey and Lynch want to do that to the entire country.

This will fail as soon as they find out they have to start with their boss.
If this were a “fair” system, there’d be a 50-50 chance that it doesn’t find implicit bias (presumably against minorities).
Is there ANYONE who believes this new system will not find implicit bias all over the place? Anyone?

You’re thinking as if this were a serious attempt to address a serious question. This is incorrect. This is a tool to be used in political witch hunts, nothing more. The input data will be modified until it returns the result the masters want.
Mainly, these results will be twisted to show how white cops in black and hispanic neighborhoods cite and arrest minorities at a higher rate than they do in white neighborhoods. Then they will tout the data through the media mouthpieces. The politicians will grandstand and beat their chests talking about how concerned they are and how they will “address the problems identified by the system” or some other BS.
They’re only different names ultimately, but the main difference between the communists and other names is the immediate insistence on establishing state atheism.
