“Does not recall”, when used in sworn testimony, especially from a politician, is basically equivalent to saying “yep, I did it”.
“I do not recall” is not a lie if it’s learned later that she DID know. She never said “Absolutely not.” I’m an expert at figuring out the Clintons’ doublespeak.
