Why did the Secretary allow idiots like Huma and Weiner access to official State Department communications including classified secret material?

Remember... Weiner and Huma WERE the “would be” power couple of the future. Him a six term congressmen and later a lobbyist, her second banana to the second most powerful democrat in the country. It’s entire plausible they traded intel, rumor, banter, rants, etc. Anything that might bolster their standing as a power couple. This could all be incredibly damning and celasious.
