The play in Ark under Slick Willie was to appoint to a position and then convert them to state employees later. This has been repeated over the last twenty years in Fed positions and results in “partisan ‘Career’ Professionals” that carry the water for the progressives long after leaving their appointed positions. The progressive henchmen may be ten deep at the bar in Justice, FBI,CIA, IRS, EPA, NSA, STATE, Border Patrol, etc.
Trump will have to demand resignations from all appointees, and put employees that converted from appointed positions on notice that any failure to follow the law or violations of paths of office / failures to follow security protocols will result in termination and prosecution.
