What does that mean she was “flipped”? Is it police slang for “fingered”?
Flipped means that she is giving incriminating information against Hillary and others, and that she will testify if needed in upcoming trials. If the police are being thorough, her depositions, confessions and statements are being recorded by the investigators and/or her attorney(s), and the depositions, confessions and statements are being transcribed and signed so that later, if she repudiates her testimony, it can be used effectively to impeach her denials.

It means she’s “singing like a Bird”
She’s “Ratting on everybody else “
From suspect to stool pigeon.
Cooperating
Flipped means they were able to get her to turn on Hillary and start talking.
“flipped” means that she gave up pretending she didn’t know how the emails got on the laptop, and she told the truth.
This is not a good thing for Hillary.
It means she's turned state's evidence.
Which is to say, in exchange for staying out of the can herself, she will waive the Fifth and spill the beans on the main target.
Of course, it would be most inconvenient if the main target were to turn out to be the President-elect. But, fortunately, that seems increasingly unlikely.
