Ignoring the Second Amendment issues momentarily:

A state cannot vote to impose an obligation onto a federal authority.

Already law. Passed by the state legislature earlier this year. This amendment is just a backup in case the legislature failed to pass the law. Will become law next year even if amendment fails.

It isn't. That's the California Department of Justice.
