I believe I may understand Trump’s motivation if he appoints Romney.
Trump is a businessman who knows how to make deals.
Romney is a businessman (or was a businessman) famed for solving
business problems, i.e. the Olympics.
Trump may trust someone with a business background to be a better
negotiator than the normal politician.

As much as I loathe Romney, it actually shows that he’s above making decisions based on personal feelings. No way he can have warm feelings about Mitt.
I’m thinking his reasoning is that he has the largest Republican coalition ever, and he has to make sure it all comes together as much as possible for him to get his agenda rather than fighting with Rinos in congress.
If Romney’s strength is solving business problems, he can take on negotiations for highway construction or even better, dealing with union contracts for federal employees. BUT nothing that puts him on the succession list - certainly not 4th in line.
