This is probably obvious but the workforce isn’t the issue. The problem is the number of regulations that requires those in the energy field to respond to and those at the energy department to review and the overhead required. There are a lot of these departments, who are underfunded and understaffed, are simply trying to keep up with the thousands of government regulations. Just simply waste.
The only way to downsize the agencies is to do away with the regulations.

In fairness, they do manage what is left of our aging, outdated, decrepit arsenal of nukes.

That is a very good thing. It is a hell of a lot easier to fire private contractors than government civil service employees.
Eliminating 100,000 out of a total workforce of 114,000 will be a good first step.

Eliminating 100,000 contract employees is WAY easier than firing 100,000 Fed employees.
Not to mention those few contractors that are replaced can be replaced with those aligned with Trump administration priorities.

One of the top priorities Perry should direct would be a review of the contracts to determine exactly what work each private contractor is responsible for doing, number of employees, how much money is being paid, what is their performance rating and is the work necessary.
Then, aim to cancel at least 50% of contractors AND DoE employees.
