Unfortunately, that is not true. There's legal precedent for a situation like this (not at the presidential level obviously, but the concept applies). I forget what the legal term is for it, but the concept is kind of like 'good faith'. Because the actions taken were presumed to be correct and legal at the time, and were accepted as such, they remain so even if it is later found that they shouldn't have been legally binding.
Maybe some lawyer type on here can come up with a better explanation for it.
