"Joe's case raises a question: Will the Boy Scouts welcome transgender boys or exclude them?" Why not ask:
"Joe's case raises a question: Will 'Joe' welcome Scouting with other girls, or reject them?"
The whole thing is written with heavy-handed bias in every single paragraph.
