Federal employees are subject to a probationary period (I believe 6 months, might 3 months or a year, cant remember). Simply let them go at the end of the probation. Very good to know, but at the same time, it shows the absolute pettiness and childishness of the Resident.
Just what does he think he's accomplishing with this?

One reason they’re doing this - decoys. They know Reductions In Force are coming and they believe that by bringing in the newbies will protect the entrenched government workers. Basically, these new hires are being hired specifically to be headcount to be eliminated and reduce the chance of old hands being fired.
