An 18.1% 2016 Homicide Clearance Rate suggests that they aren't doing much more than picking up bodies. It's probably higher than that in Mexico.
(Using the 795 total and a Chicago population of 2,720,546, that works out to a rate of 29.2 homicides/100,000. Chicago has a higher homicide rate than Iraq, Afghanistan or Syria.)
