Talking with friends in Tucson, it turns out that bribing border guards at crossing points is well known and rather common. Traffic across the border is heavy when the right guy is on duty.

Looks like she may be testifying against U.S. Customs and Border Protection Officer Jose Luis Cota.
He will do some hard time.
