His former girlfriend alleges that they sought help for his mental problems and that the Dept. of Veterans Affairs in Puerto Rico didn't do anything.

His brother claimed that Santiago stated the CIA was following him and wanting him to join ISIS and watch their videos.

His family is criticizing the federal government for ignoring his pleads for help, rightfully so.

I have had dealings with people who told me the CIA was following them...both were Schizophrenic. ..not excusing him...just saying the TSA should have seen problems...he should have been no where near a gun!
