To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of Particular States, and the Acceptance of Congress, become the Seat of the Government of the United StatesThis is the Constitution's District Clause. Congress can pass run D.C. as it wants, except as limited by other Constitutional provisions. D.C. has no right to home rule. It is a benefit Congress has given to the District and Congress may make an exception to it whenever it wants. The Constitution makes D.C. a ward of Congress.

DC doesn’t have local rule. It’s unique in that respect. Notwithstanding, when local rule turns aberrant, that’ll seep upwards and outwards.
