Bear in mind this is just the CGI, not the Foundation. CGI put on a week long extravaganza each year where Bills buds could live it up with bigwigs from around the country and announce how great they all were.
They are apparently still trying to make the Foundation a go.

These developments prove that for purposes of going forward with prosecutions “quid pro quo” was the sole purpose of this enterprise. Any “charitable” function was merely window dressing to create the illusion of charity.
