That’s the best way to win over the “coal people” in NE/SW PA, WV, KY, and SE OH that swung from about -5% in 2012 to +20% for Trump, with a tax that specifically targets their product and livelihood.

Rural people often have higher gasoline costs due to longer distances to drive, and don't appreciate progressives driving up energy costs.
