Seems Mattis is looking to target the artillery and bomb making facilities that the Jihadi are using to terrorize and mass murder of tens of thousands of the members of the civilian populations and to maliciously and senselessly destroy the civilian sections of the cities the brutal Jihadi foreign invaders have conquered.

These are the same facilitates Obama has been forbidding our military from attacking on the pretext that a “civilian” or two in the middle of a jihadi stronghold might theoretically end up getting injured as collateral damage.

The civilian neighbors KNOW that the bomb factories are amongst them, but if they feel safe from aerial bombardment, then they’ll passively go along with it. Seems that if they no longer felt safe that they’d get word out to Syrian ground troops to take care of these places without bombardment and/or casually get the hell out of the neighborhood.
