I might be wrong but you know there might be some truth in that, it was something about the BOP valve failing.
The BOP valve failed horrendously.
The BOP valve requires a high level of preventative maintenance to ensure it works properly. It was documented that they failed to do much (or maybe any) preventative maintenance.
So, could be cheap materials, could be lack of maintenance, and was more likely a combination of both.
