I have been wondering that too !

While a lot of the people there have Mexican heritage, I am sure they all want to be safe and crime free.
Realizing full well that the Mexican Governmental authoritiies must have cartel connections or at least communications,
you have to wonder what is happening on this side of the border with outr own authorities !
